Exchange Job Position?

Today 917 , Pak Lah and Najib made a media announcement they will change 1 of their position each other with imeadietly effect.
Pak Lah who is also Malaysia Financial Minister now he gave this position to Najib and Najib who is also Malaysia Secretary of Defense now gave this position to Pak Lah.
Wonder which country will work as like this? Changing job position as a children playing toys.
After the annoucement media do ask Pak Lah will him take any act on DSAI? He said "I won't tell you what I will do, but what I'll do is for the good to Malaysia citizens." He also said that DSAI is making Malaysia's economical been bad now, let Malaysian citizen feels upset and worried.
What Pak Lah said maybe is mean he will act to DSAI soon, maybe with ISA?
